Regarding “Pack of dogs critically injure Phoenix woman” (Republic, Thursday):
The attack on a 72-year-old woman in a Phoenix park could have been prevented if the dogs’ owner had followed state law.
Dogs must be either kept on a leash or on the owner’s property. The owner not only let the dogs run at large but they also did not license or vaccinate them.
We also need proactive animal control rather than reactive. Animal control only responds if a dog bites someone or if a constituent complains about roving dog packs.
Animal control should conduct sweeps in areas known for stray dogs. Apparently, that does not happen in Maricopa County.
Pity the people, pity the animals.
