The West Virginia Supreme Court will appear in session Tuesday, Sept. 16 at 10 a.m. in Marshall University’s Joan C. Edwards Auditorium as part of Constitution Week activities. The dog broke its chain and attacked the officer resulting in medical treatment.Those petitioning for the high court’s intervention argue that only a magistrate or circuit court judge can order euthanasia Since the petitioner entered a harboring a vicious dog guilty plea in the municipal court, the City of Bluefield argues that a separate Circuit Court finding is unnecessary.
